I'm no structural engineer, but my impression is that in ordinary use the bottom chord should not be connected because the truss is designed merely to transfer a vertical load to the support, but if the bottom is connected the truss might resist lateral movement (which the simple pin connection of the top chord does not do, which is why we have to have such careful integral buttressing of bearing walls with truss roofs).

Apparently these were not our simple bar joists in this application, but if the lower chord was connected, apparently the truss was intended and designed to assist with lateral stability. Indeed, without this, how could the horizontal stresses on the exterior wall be transfered to, and resisted in part, by the central core. Otherwise, the exterior tube would have to be designed as autonomous, which means that the floors whould have to have served to prevent racking in plan from diagonal wind loarding. But this is all speculation.
