Bottom chords are normally not connected because it may bring more inconvenience than benefits. At some distortion at the column/joist connections, the economy would be compromised, becoming inviable. Providing a viscous interface maybe was seen required for otherwise it would have been estimated the lateral movements becoming too noticeable (acceleration) or even ample (displacement). Respect the last question, in a melt environment scarce difference there can be. And in fact the inference of the destruction of the damper connection being so critical would mean my first inference above for the same be too real...what we saw is the building distroyed by the sheer weight of the upper floors falling...since the contribution of the dampers would be mainly to control sway -not to pass vertical loads- it looks its early destruction by fire (that of course contributed to failure, the loss of every single item of structural significance does) dampers is unlikely candidates for the trigger of the failure, which except investigation shows be otherwise seems to most, I think, was melting of floors and columns by blazing fire.
