You're quite right. From looking at the sparse pictures publicly available and from thinking through Ngon's comments it seems (1) the lower chord connections in the tower were used to ensure the general perpendicularity of the exterior columns; I haven't found reference to the truss connections to the central core structure, however, since (2) the lower exterior chord connection was to provide the needed "elastic connection", perhaps the other, interior end was fixed; that is, a cantilever...
I am guessing the structure was a type of design adaptable to earthquake-prone areas; most of the sites I've looked at for info on these dampers concern earthquake protection, so far as I can tell.
By the way- all my graphics are tentative conjectures, by a lay
person without engineering training. Still, I am hoping to help inform the discussion graphically, so that when the authoritative findings appear in the spring, everyone is familiar with the visual detail of the structures...
