Interesting observation. When you mentioned the back-alley aspect, the precedent back immediately apparent. Some older American cities also had these sorts of backsides to row-house fronts. Of course "mews" became trendy upscale housing in London in the mid-twentieth century, so this notion is not very radical.
One supposes that this neighborhood would be tenented by affluent artsy types, given the cost per unit to build and the low density (contrary to what the designer asserts). It's possible to imagine this (with brick or cobbled "street') in a chic west-end quarter--but hardly as low-cost family housing. They've been forced of such gentrified mews in London, haven't they?
