See, I don't know what is your opinion about this, but here in Brazil mixed buildings just don't work. The residents just don't like the lack of privacy and a quiet place to rest. The solution I've seen was to create bars and nightclubs and all other sorter of night entertainment. We have a place called Recife Antigo (old Recife), that during the day is very busy with the business around, and at night we have the bars, restaurants and nightclubs. It's definetely live 24 7.
