I get the impression that the man on the French Rivera wants to make a point about the noble city of Birmingham? We have just finished demolishing the piece of crap which 1960's architects imposed on us in their wisdom, namely the Bull Ring and are now replacing it with a brand new development called the "Bullring"! (Notice the very subtle difference?) The only trouble is that West Midlands people like their shopping in a huge mall called "Merry Hill", near Dudley and I suspect that whatever is built in Birmingham city Centre, will still shop at Merry Hill - for its free parking, all weather coverage, security (no beggars) and allover better atmosphere.
