Reading through your postings, I find that I am confused as to what they are about. Perhaps you could explain, for the wider readership, many of whom, like myself, are neither architects nor Englishmen, some of these queries:

Why is Birmingham the focus of much of this controversy?
Are you primarily advocating architectural preservation?
What is the central issue, in Englamd, on this question?
What is a " certificate of immunity"?

Sorry to sound so dense on this subject. I always assume that whatever prevails in England will eventually arrive here in America, and so it would be good for us to understand what you are discussing.
