OK "bsp", you have read my earlier answers to four questions, what is it you do not understand? (We do share a common English language!)
One of the problems we suffer in the U.K. is the constant 'beauty contests' between British cities and towns: they apparently have to compete for central government/national lottery funding for stadia - that the plural for 'stadiums' by the way, and other major public buildings. The current insult to the British public is the so-called "2008 CAPITAL OF CULTURE" (a European concept) for which Newcastle/Gateshead; Belfast; Liverpool and other cities/towns compete, including Birmingham - well known for "multi-culturalism."
Richard Haut has "hit the nail" on the head, it is all about Funding, Funding and Funding! 'Robbing Peter to Pay Paul' in other words..
