whether an open or restricted competition were to be used, what matters is of course the brief.

for a project of this scale, I would have thought that a masterplan for the site was needed to decide the uses that will be required - a general blocking-out of the site.

this would enable the various interested parties to make decisions on the amounts of lettable space, public space, memorial, etc. prior to the actual designs being undertaken.

the previous schemes have hardly been impressive, largely because most did not appear to have an idea of what the designs were really for.

if a proper brief is prepared, then architects would have something to work with.

an open or invited competition ? for a project as sensitive and of as wide an importance as the WTC, it would be good to see an open competition, even if there was to be a second stage with a smaller number of firms selected from the open stage.

the architectural community in America would have to spell out these options clearly to the various interested parties because they are unlikely to think of such a route themselves.

it could (and should) be one of the greatest architectural competitions ever seen.
