Message - Having An Idea Without a Credential

Dear Associates: Recently,I proposed to the local goverment(City Council)at a public meeting that a membrane or plexiglass canopy be installed over our downtown(mall area) as opposed to tearing up our mall.Originally,the idea was to implement a street for vehicular traffic which would probably generate more congestion let alone not allowing for more pedestrian activity to staging festivals,etc.What to do if one is not in posession of a credential to design or build a structure to benefit our fellow man?Oh well,I did make some contribution,by politely suggesting an alternative.Sincerely,Stuart Slinkard(Fresno,Ca.)
