Neither!
It was a well built piece of a building for it's time. If the design hadn't been tampered with regulations modifications on works it may have held a bit longer.

The Pentagon doesn't play in the same "high rise" category and was built in a more classical and "sturdy" way... It did not resist on the impact ! But then most people did evacuate because of the sheer form of the building (in a pentagon you can have a direct hit on 1/5th only)!

A fire is supposed to start somewhere, then to spread. No fire regulations integers napalm bombing!
Because of what happened, must we build bunkers? (an already old thread of posts)? Would we have to design virus-proof entrances?

The sense of immunity isn't in the buildings... But in the manner we have to be over-confident in politics and economy...(the "what me worry" again!). High rise is not a problem in itself... More in the Babel's tower's style...:-)
