I worked for one of the firms shortlisted and found that stipends for other invited competitions in the US were usually $10,000. The $40,000 stipend for a master planning effort of this sort is sounds great. All firms will of course spend more than that, but it should be enough to reimburse for payroll costs for the brief effort.

And by glimpsing at your website, I don't have to tell you that European countries take their architectural competitions (& architecture) more seriously than do us "Yanks."
