Looks like no one here has really directly addressed your problem, except for the one suggestion to put your WTC rebuilding idea in this website's scrapbook forum. So, might I also suggest you try these ideas:
(1) CNN is accepting proposals online and displaying them online: www.cnn.com/SPECIALS/2002/wtc.ideas/designs/page.67/index.html
(2) Since you are not an architect, I am assuming you might like to become one. If so, when you apply for design school, submit your WTC ideas to them along with your application.
(3) Other websites on WTC rebuilding to visit are www.gothamgazette.com and www.newsday.com
(4) One of my favorite designs is at www.peacetowers.com, and that site is supposedly eventually going to set up links to other WTC designs online.
(5) Take your designs to your local college or university art department, and ask professors over there what you might do.
