Last year I was trying various directions for ideas for the site.
In this one I believe I am in concurrence with you, that whatever is built, if grand, should have some sort of cleared space below for the memorial areas......
In your verbal description, you apparently intend a large structure above the four "legs"; this would seem a good direction...
It would be nice to see your version in a drawing.
