Yes. The verbal description is not easy to follow. "West of north tower," for instance, there is little space for a "core" (to the left of the upper tower, as shown in d's sketch.

The general intent (as suggested also by d's sketch as well) seems SPATIAL, however--which is certainly the direction I would go.

The creation of a great civic "room" as the primary move,rather than another solid object or arrangement of objects, is on the right track. d's sketch is very close to my own vision, as a basic parti.
