It won't distract the public, it will give them something to get excited about. And furthermore, yes, SOM has been secured by Silverstein to develop his own proposal to be submitted for consideration.

No matter which way you look at it, SOM will be a big player in the rebuilding process, regardless of who ultimately is selected for this brief master planning phase.
