beside money and space in disabled "architecture",we have the aesthetic notion as a further burden in the external facade,most of architects seems to deliberately ignore a handicapped ramp if it was intended to raise the wheelchair one storey level(3m or 10ft),it can creat almost an endless elevated concrete labyrinth.
