Interesting ideas. At present a single accomodation toilet must be accessible. Perhaps an enlightened building official will allow a bank of units to vary in accessibility. The ADA ( in CA also the CBC), and not the IBC, regulates accessibilty.

I've seen the park service adopt this approach instead of the typical communal units in newer installations.
