Your equivalent for spanish Zócalo (socle) could also serve... I think there was already some discussion inthis forum about this term, that is definitely used even for walls made of cut stone of important height, and someone reminded us be related to shoes and zuecos (a particular class of shoes) ... that is, always something that is at the feet.
