The challenges of this kind of construction sounds somewhat analogous to that for off-shore drilling platforms...
The main distinction might be the materials for the glass "dome"
and the method of raising and lowering.....
Large screw-jacks might be suitable for positive, fail-safe actuating of large , heavy
structures, viz. the control surfaces of large aircraft...
Hydaulics might be susceptible to corrosion in sea water...
All in all, this sounds like a project for a naval architect....
