Per. We are talking about house building. At least here in the US, they are not built by engineers either. They are built by corporations or builders who rarely hire architects or engineers. They might hire an engineer for a special application or they might hire an architect to make a fancy front view or a special interior. Usually not. They just take out last years models talk to sales and have a designer rework the front face.
Engineers I know do not build anything , anymore than architects. They wait to be consulted to do their part for an architect or builder (less often).

Your concept of where CAD fits in is again totally off base.
