If you want to find the answers you have to separate racism from cultural or ethnic frameworks. Certainly certain dominant architectural forms can be antithetic to certain cultural traditions but where does racism come in, except the contemptuous denial of participation in the society by an ethnocentric and possibly racist dominant group?
In other words
The architecture approved by a society may not satisfy the cultural orientation of all ethnic members of society, but the basis of this denial is not in the architecture itself--while it still may be based in racism. To see if the architecture or architectural institutions actually \ represent or further racism one needs look deeper.
It is NOT a question that too philosophical or rhetorical. Perhaps it would be a great study.
