I would like to suggest another possible way to save venice from sinking. Maybe research could find a way to make this idea practical.

Raise Venice up, by pumping extremely high pressure concrete into the sand deep below the city of Venice, at many different places. The effect of this pumping would be to raise the city, as if by a giant hydraulic jack.
