What exactly does that mean? Other than that most of the new homes will not be "affordable" by anyone. Have you looked at current riverside rents? Some single apartments cost more than the entire rental income of small towns.

Anyone that can afford to live in that neighbourhood is going to want electronic gates to keep out the rabble and armed guards just in case the gates aren't enough.
