You are quite right, that there are all possible gains to catch. Still you maby forget that the world instantly expressed a true response.
The more need there will be for the right ansver, from an investment point of view you can show the world the powers relesed with an evil attack.
Noe the fact the truth havn't surfaced can have many resons even some become more sense than other over time, still this is over time ,and nothing new except what allready happened will ever surface, then what. The intire project is simply so complex, that you need a true vision such one can't deal with the past but must fit the need, then what shuld be wrong spending a bit more time, instead of right away progress the wrong messeage ,se how different the theories are already ,none in that goverment could handle any treads anyway, they proberly just belive what they are told.
