If build in a framework with a digital building, providing a direct link to production ,you will add gates and super lightweight bridges ; the intire covered arear, will change street structure, by closing gates if this is a quality, transforming the city with time of day, providing different if you replace maby 200 walls in the layout of intergrated frameworks forming buildings and means. Gates in a structure, where pipes or cables, will have a specific framework structure that provide the required strength ,material ,scale and weight ,how you ask . Forming the structure to the needs must deal with trust and jobs, quite naturaly.
All you need for this, is to form a structure with the exact detail of the lost towers, stamped into a structure, that cover halve each lost building so you se the emty volumes from inside, only halve each building where this "wall" will then be structure, in a build around and above.
Now I am quite sure, there are artists who will se if somthing need special care, in planning. But building somthing extremly exiting, a third the cost,develobing the methods to make the simplest and cheapest N.C cutting equipment to do others than recorded movements as how the robots work at the tradisional assembly line is different, from a technology, where the "Robot" produce the actural assembly ,the town will change for the population to ,as when cirtain arears, can independ transform from trafic to local arear closing a wall the town must live.
