The cultural concepts make the difference. In USA, the culture is open to new rends which rise and fall quickly, however in Europe, the urban environment very usually has a tremendous, unbroken history, where different, strong and stable cultures and styles mix together, forming an ever evolving porrigde of the past. The cultural history is the crimson bond of the European landscape and a high value throughout the millenias forming the landmarks of urbanity.
