ItŐs a tricky question, and I believe the answer would depend upon how u define architecture and art.

In comparison, architecture has to concern more about its functional and environmental issue - yes, thatŐs more than art. But as I personally used to be in the field of Fine Arts society, have to point out the status of contemporary art has turned to be a study of philosophical and conceptual issue. Artists do not only need to practice their painting or sculpting skill, but they also study philosophy, psycology, border their conceptual context. Of course there are some different cases, eg. Daniel LibskindŐs London Installation, which we can consider itŐs a piece of conceptual art as well.

They do overlap to each other, but at the same time they both have overlapped to some other field of study as well. But before saying that Architecture = Art, I think you have to clarify your question and the point you made, or one might argue back that Architecture = Engineering or Architecture = Science as well.
