Well, I think the idea of duplicating those towers would generate a serious debate. I remember a debate that raged over a similar situation in a small town in Switzerland after a group of the picturesque main street (and ancient) buildings burned down. Even in that country where a considerable amount of faith in modern architecture exists was it decided to replace the old buildings exactly as they were. The reason that this hasn't been considered more seriously at the WTC I believe is that the consensus is that the towers, although interesting due to their scale, are not architecturally excellent.
