On helping the type of homeless people, Ples E. Schnitz talks about in his message posted-May 2002. I've often thought that communities should at least operate a place where these people could have a warm dry place to sleep, when they do need one. Costs could be kept low by leasing large buildings in undesirable parts of town that are falling victim to blight. Then divide the building up for sleeping areas, using simple dividers. Rules like 6:00 PM curfew and being banned for unacceptable behavior could be enforced. Also giving these people a hot meal and a breakfast before leaving should be included. Its true that most of the homeless you see with shopping carts, etc, are victims of mental illnesses or are dealing with other problems making them social outcasts. Drug addiction runs high among these people, because they do have mental health problems. These problems usually aren't severe enough, making them unmanageable. Just not stable enough to cope with employment or managing money.
