If you design and build so that a small amount of space can be had for a small amount of money

should you be allowed to provide that space to anyone who want it and will pay

or

should you be required to provide it to whoever needs it the most and the state will pay.

PS. The US census for 2000 shows 281 million Americans, 40 million is about 14 percent and I don't see that many homeless.
