If there was a simple answer to housing the homeless in Western societies (never mind the world at large), do we not imagine that it would have been discovered by now?
The simple fact of the matter is that housing the homeless does not sit at all well with the economic structures of Western capitalism and its global equivalents. It is just not profitable and, consequently, has no attraction to mortgage and finance houses, land owners, contractors and, let's be honest here, architects.
It requires other sources of finance and land ownership or acquisition to be achieved. The only source of this finance in sufficient amounts and over a sustainable timescale are governments. Private benefactors can make some inroads into the problem but merely scratch the surface.
If social housing and its economic requirements are communism then let it be so. I prefer to think that taxes are better spent on such concerns than they are on militarily supporting the paranoia of Western leadership.
Oh, and by the way, architecture is a very minor player in this game, despite what Le Corbusier told us all in 1923.
