Over-estimating the tender prices

Hi all...
how would you as an architect handle a situation whereby the offered tender prices are 1.5 to 2 times the estimated cost during design development stage? how would u explain to your client and what strategies will u take? cut back on design? abandon project? sue the Quantity Surveyor? Negotiate? pls advise.
