I don't know much about plumbing these days, that is just how frikkin expensive "they" are making it to save any part of an existing site condition. But those "guys" down at the zoning and planning offices are the "culprits". Architects and or builders with even a smidgin of design sense would probsbly try to keep something, but the overall grading plan Requirements levied by the planner$ determine within the budget, what to leave in and what to leave out.
