Well, I would say that the gist of the question, is that as in other arts the production of architecture means the victory over some quite wordly difficulties to get one implied order practiced. In that it excels maybe any one other of the fine arts. Also has in common many practical related technics, for tekné was aknowledged "the art of knowing how to build". So you can take for granted that even if it cost you to fully discover architecture in what you see built, you are partly rigth, in many of what you see is barely construction, but be also sure on that architecture there is and was acknowledged one art almost since inception of cultural man.
