Well, Hippodamus was the first urbanist to use a rational theory to design and rebuild the city of Mileto in 475 BC after the Persians destroyed it in 494 BC. His theories solved the inadequate and natural problems of the historical city by using a square grid. He's the grandfather of modern urbanism and Aristoteles said that he invented the square grid for cities.

You can see two different scales of grids at Mileto.
