I recently viewed a house on the market that Rex Roberts designed, built and lived in. No one has lived in it for at least a year and it seems it was neglected for a while prior to that. However, his enormous talent as a woodworker are evident throughout the house. Some windows are fixed and I did see the little vents you describe. His design also left a number of points of egress in case of fire. The fixed windows in this case would not be an issue.
