The relationship may range from intimate to tenuous. The 'fine arts' don't have to 'do' anything, except 'look good'. I would hope buildings have to meet many more parameters. As other replies have pointed out, indeed there is a significant emotional communication component in a building, but there are also many other things a building must do: it must protect occupants from the weather, it must safetly stand up for at least a set period of time (decades? centuries?), it must use materials and skills parsimoniously, it must provide for the practical needs of the occupants, owners and other users (those who pass by it but don't enter it). It must be easy to adapt to future undefined uses, it must be easy to alter, and so on. No painting or sculpture has anywhere near the demands placed on them that buildings have. In making buildings, I believe, architects need to take a humble position of seeking the best for the people who will be affected by the building (economically, environmentally, emotionally, physically, etc) and not seeking to achieve 'artistic' preeminance.
