Nope - quoted from the League of Nations Mandate of 1920, ratified in 1928, and taken up by the British.

(Administration was on the Indian (Imperial) model under Civil Commissioner Sir Percy Cox).

Recommending that the British administer anything in Iraq is like trying to solve the problems of America's Black community by reintroducing slavery.
