Don't know about life in David's country but in Australia, clients usually laugh or swear when hourly rates are mentioned. We usually end up basing a lump sum fee on our Institute's percentage fee scale based on estimated project value. It is an exponential curve that flattens off as a project's value increases. There are different curves for different complexities of work. Once this is worked out, you divide the fee up appropriately for Sketch Design, Developed Design etc.
The only extras we can add are travel costs and disbursements.

This whole system is flawed and doesn't take into account the building type, the extra time required to do alterations, or client bargaining, but it is a good place to start. Perhaps you can track one of these scales down for your country?
