Normally one puts his qualifications and personal characteristics, plus some indication on availability or something important for you or that you think is important to them.
Anyway the effect is unpredictable, since recipients are neither generally much waiting anything in special, nor they tend to be impressed ... employers look employing as a chore and are rarely enthralled by selecting the correct people, at least not all.
