Message - PLEASE HELP: Tying concrete encased Steel I-beam to reinforcement

Hello,
please this is an emergency for a suffering student.

Is it possible to tie standard concrete-encased steel I-beams to reinforcement of R.C columns? Is it possible to include reinforcement within the concrete casing of the beam or can the reinforcement of the other elemnts (walls, columns..) be welded or tied to the steel I beam.
