Personally I feel that 'Modern Architecture' is misleading a bit. It is better described as 'Contemporary Architecture'. And this type of description of architectural style is relative to the place and culture etc. What is contemporary or modern for you may not be the same for me even though it is in the same period.
Now, an 'International Architecture' would refer to a style that is in vogue in more places around the World. Generally more seen in large commercial structures, etc.
This is my personal opinion on this matter. I hope it helps you in better forming your own opinion.
