My response: Your assumptions regarding what the ideal memorial must convey may not correspond with others' assumptions. Even within the context of the mission statement, there is room for interpretation.
In some ways, the chosen designs in short listed competitions for large commissions are as much about how the designer sidesteps the program that is provided, the constraints of the site, etc. Like a martial arts master who redirects the force of his opponent, the best designers often redirect the program and constraints provided thereby producing something unexpected and unprecedented. Often the naive first response to such an outcome is "But he cheated!" when the fact is that he saw through and beyond the client’s framework for what an outcome might be.
For an example, research the selection of Steven Holl for the Nelson-Atkins Museum of Art, Kansas City, Missouri in 1999.
