The country best for Architecture? There isn't one that has been identified and most likely there never will be one....as most countries have great buildings (architecture) in their own context. The USA has in the recent past, been looked upon as the country to by which to follow...and it shows with as many architectural firms from the US working in other countries. Fashionable? Maybe.
The "Ground Zero" for the Architectural Capitol City in the USA is the City of Chicago (in my humble opinion) and only after another city that has accumulated as many "world class" buildings of all scales, located in one place, from as many recognized architects in the profession, will it be removed from this status. Any other takers? ...and don't tell me Columbus,Indiana.
Architecture in the modern day takes its root origin from the Italian Renaissance Period, which is the period most architecture is based...as in Rome, Florence, Venice, et al....from which Milan followed.
