without doubt, a high-rise is "an indispensable" element in CITY planning. without high-rises, the city would sprawl uncontrollably. every city has to manage it's growth by balancing its spread with its height. without tall buildings and well designed high-density zoning, sprawl has spread across rural america devouring un-developed land for the sake of the almighty dollar. with well planned urban policies like that of portland, oregon, the situations that practically connect new jersey to northern georgia could have been avoided.
