i agree strongly w/ Donald re Chicago (and even more strongly re Columbus!) BUT there is actually a straight-forward slam-dunk yes answer to your question IF you are speaking of arcxhitecture post 1980: London. london is, however, getting competition from Leiden & the other subburbs of amsterdam these days
