In British "Morris Dancing" (a rather strange performance involving sticks, handerkerchiefs, and men with bells on their legs dancing around) one of the main characters is "the fool" who pretends to keep the dancers in order by waving a pig's bladder on the end of a stick.
Perhaps the Kunsthaus is intended to fulfill a similar function.
