it is a rescue station and also act as a crisis centre for disaster in a city.the design meant to serve the civil defence department,although the requirement's much more focused on rescue effort in a city (my thesis is in Kuala Lumpur,Malaysia to be precise). what i have in mind is to design 3 elements of rescue effort via Land, Water and Air. All that i've got was policies on rescue effort, though it helps a bit, but i can't get any info about designing the building actually.
