Message - INVALID SYSTEM DISK, AFTER HARD DRIVE FORMAT

I HAVE A 3 YR. OLD COMPUTER WITH WINDOWS 95 THAT WAS RUNNING SLOW. I THOUGHT I WOULD DO A CLEAN INSTALL WITH WINDOWS 98. THE INSTALL TOOK HOURS AND WOULD NOT GET THE DESKTOP ON THE WHEN WINDOWS LOADED. I DECIDED TO REMOVE 98 BY FORMATING THE HD, THEN I WAS GOING TO DO CLEAN INSTALL OF WINDOWS 95 BUT AFTER THE FORMAT THE COMPUTER WILL NOT BOOT FROM THE STARTUP DISK AND THE PROMPT INDICATE "INVALID SYSTEM DISK, REPLACE THE DISK AND PRESS ANY KEY" WHAT DOES THIS MEAN? AND WHAT COULD I DO TO GET THE COMPUTER TO INSTALL 95. ANY COMMENTS PLEASE!
